Havant Borough Council are leading on an exciting project to develop a masterplan for Waterlooville Town Centre. With the support of an external project team of planners, designers and architects, the Masterplan will provide a vision and plan for future regeneration. This can then be used to identify key areas of growth, future development and identify improvements to the local economy, town centre precinct and its surrounding areas. It will also be used to attract businesses and enable us to apply for government funding.

As part of this, we have run several engagement exercises as we recognise that it is vital that we hear from as many local people as possible during this process.

We started by holding a series of walking and digital virtual tours of Waterlooville which included residents, businesses, community representatives, councillors and other stakeholder partners. In addition to this, we met with local schools and community groups to hear their views.

The key themes raised in these tours and visits fed into the Waterlooville Town Centre Masterplan: Festival of Ideas, which took place in January in the old GAME shop on London Road. These themes formed the basis of three days of facilitated workshops and interactive sessions on topics ranging from property, socioeconomics and planning policy to energy, access and movement in the town centre.

This in turn informed a gallery and exhibition event, held in January. With over 300 attendees, this event gave residents, businesses and stakeholders the opportunity to view the progress of the Masterplan design work, ask questions of our Project Team and again feed their views into the final document which will be published in the summer.

The evidence collected throughout this project is being considered by our team of planners and will form part of a planning document being designed for Waterlooville Town Centre.

We want to recognise the valuable contributions of those who have given their feedback to date – your comments will be used to shape and influence the future of your town centre.

As well as the longer term plan the work also highlighted some “quick wins”, and you should start to see some of this appear in the main shopping area, this includes new banners, street art and some exciting events. We will also be looking at a landscaping project which was one of the key themes that emerged from the consultation.

We have also relaunched round two of the Vacant Shop Scheme, in round one we awarded a grant to a developer who is converting the old NatWest branch into a restaurant. Round two is live now and we have received a number of applications already.

In 2024, Keep Britain Tidy celebrates its landmark 70th year of protecting the environment. In support of this campaign, PAWARA proudly held a recent group litter pick on Sunday 3rd March from 8.30 am – 9.30 am. On the morning, we welcomed 5 keen, new volunteers to make up a total of 11 community members.

The total number of sacks collected was 21, along with part of a car bumper. Although it was a one hour session, several of the volunteers commented that they could have continued to pick, due to the sheer amount of litter around.

We have been active during the tree planting season which starts with National Tree Week during the last week of November and finishes at the end of March.

In November we added to the trees we planted at Privett Road in 2012. The original trees have improved the site enormously with the cherry and silver birch doing particularly well, the rowan prodcuing large numbers of red berries and the hazel will soon need to be coppiced. The original pack included a Royal Oak grown from an acorn from one of the royal estates to mark the diamond jubilee of Queen Elizabeth II. That tree is also healthy and will eventually dominate the site.

We planted around 40 trees, mainly small hazels with silver birch, rowan and a guelder rose to add variety and colour.

In January we had four sessions planting and mulching 250 whips (young trees around one metre tall) at Crookhorn Golf Course. We met on Thursday morning instead of the usual Sunday to avoid the busiest times for the golf club and reduce the possibility of being hit by golf balls while we were working. The whips were supplied by the Tree Officer for Portsmouth City Council and were a mixture of hawthorn, blackthorn, hazel, beech and oak. They were planted approximately one metre apart and should soon form a copse to the side of the 14th fairway. We were joined by Havant Borough Tree Wardens and the Green & Healthy City Project Officer for Portsmouth City Council.

In March PAWARA (assisted by members of the 1st Purbrook Scout Group) planted ten fruit trees in a circle at the car park end of Ladybridge Road Park to create an orchard in commemoration of the coronation of King Charles III.

The Tree Council supplied two Golden Orchard packs as part of celebrations to mark fifty years of The Tree Council. All the trees have gold or golden in the name and most will produce golden fruit.

The trees are two each of Julia’s Late Golden and Paradise Gold apples; Golden Hornet crab apple; Oullins Golden gage and Golden Glow apricot. We will need to be patient because the trees will not produce fruit for the first two years although their blossom will make an attractive addition to the area.

A thick layer of wood chip was spread around the trees to help suppress weeds and keep moisture in the soil.

A wire cage was stapled to each stake to protect the young fruit trees.

I have lots to update you on since I last wrote to you, and I am thrilled to inform you of the recent progress we have made in our community.

First and foremost, I am delighted to announce the successful launch of the Local Bobby initiative. As promised, we have introduced named local police officers contactable for every community in Hampshire and the Isle of Wight. This ground-breaking scheme has been met with overwhelming support from the public. Now, anyone in our region can easily find out who their Local Bobby is, along with their email and direct mobile number – 078 1151 9535. This initiate has made our police force more accessible than ever before, addressing the public’s calls for greater police visibility.

In addition to the Local Bobby launch, I am proud to share some highlights detailed in our Annual Report. We have surpassed the government target of 498 additional police officers, delivering a total of 650 with another 75 on the way. Furthermore, we have taken steps to open up 10 more police stations to the public over the next 18 months, ensuring that our communities have easy access to law enforcement resources.

Recognising the importance of getting officers out on the streets quickly, we have successfully campaigned for the end of the mandatory degree requirement for officers freeing up around 500,000 hours of operational policing. This change will expedite the process and enable our officers to serve the community more efficiently.

To contribute to a greener and more sustainable future, we have purchased electric bikes for every district in Hampshire and the Isle of Wight. These bikes will not only help our officers navigate our communities more effectively but also reduce our carbon footprint.

Our commitment to providing excellent local policing is unwavering. We have embraced the Chief Constable’s new geographic model, which focuses on delivering exceptional local policing services. Moreover, we have set aside £500,000 annually to tackle anti-social behaviour through the ASB Taskforce and established a Violent Crime Taskforce that has been effectively combating violent crime.

Road safety is of paramount importance to us, which is why we have funded the installation of eight new speed cameras on the A32 and A272. These cameras will enhance road safety and protect our community members. In our relentless pursuit of safer streets, I am thrilled to share that we have recently secured £1 million of Home Office funding. This funding will allow us to implement projects that will benefit Havant, including a mentorship program in schools and the establishment of a VAWG (Violence Against Women and Girls) information hub to support night-time economy workers.

Another area where we have made significant progress is youth crime prevention. We have allocated £300,000 to support Music Fusion in Leigh Park, a ground-breaking initiative that utilises the power of music to make a positive impact in our community. By bringing together talented young musicians from diverse backgrounds, Music Fusion encourages collaboration, creativity and unity, thereby deterring them from engaging in criminal activities.

I am pleased to report that our efforts have yielded positive results. Crime rates have decreased, indicating the effectiveness of our strategies. Additionally, our 101 service has been improved to ensure that we provide a better service to the public.

Lastly, I would like to share a heart-warming story of how the PCC has saved a local boxing club. We have leased an unused police building to the Waterlooville Boxing Club, which has had a profound impact on young people in the local community. The club’s membership has doubled since its relocation, and it now welcomes approximately 125 individuals every week. By providing a positive outlet for young people, the boxing club has become a beacon of hope, injecting new life into part of the police estate.

I am immensely proud of the progress we have made as a community and the positive impact we continue to have on the lives of our residents. Together, we are creating a safer and more inclusive environment for all.

PAWARA received several requests for help from local residents and multiple requests were made by PAWARA on behalf of all of us to Havant Borough Council. Whilst requests for information on the cost of incidents at Ladybridge Road required a Freedom of Information request to be submitted we hope the following details will ensure our elected representatives press Havant Borough Council for further improvements and increased security measures.

We asked on your behalf the following questions and Havant Borough Council replied as follows:

How many reported incursions have been made to Havant BC in the last 5 years (1st July 2018 – 1st July 2023) on this site?

July 2022: 1

September 2022: 2

June 2023: 3

How much has the clean up cost been on each occasion during that period?

It is roughly about £200 a time which includes waste disposal (this does not include green waste). On average it costs £475 to clear and dispose of green waste from each site.

Can we see copies of all emails and reports referring to Ladybridge Road, Purbrook about securing the area for the period of 1 January 2021 to date?

The following defences were installed at the Ladybridge Road site this year:

On that day they tested 350 men, resulting in 316 were clear, 14 were advised to have another test in twelve month and 20 were advised to contact their doctor.

A further opportunity for the test is being organised by Havant Lions on Saturday 18th November at St Joseph’s Church Hall,Havant. A donation is sought to help fund the test.

Since the last news letter several members of the community have contributed to the litter picking effort. When individuals collect a sack, they send an email to litter@dev1g.aptanet.net to advise.

Did you know that you can pick litter at a time that suits you? PAWARA are able to provide purple bin bags, when needed. New litter pickers are very welcome.

PAWARA has made several community links this summer. We were able to provide the equipment needed for a community pick, organised by Sarah at Church of the Good Shepherd in Crookhorn, in May. The group picked up 5 bin bags of litter in that area.

In June there was a group litter pick held at Johnston’s Coppice and along Purbrook Way 8 community members collected 12 bags of litter along with a large tarpaulin, a traffic cone and a car tyre.

In June I also had the opportunity to meet up with the Purbrook Cub Scouts. We did a pick around Fielders park and the grounds at Purbook Junior School. The cubs thoroughly enjoyed the pick and all said that they would like to continue to litter pick in the future in order to look after the environment.

I have personally done some litter picking at Berewood skate park. Unfortunately this area is a permanent ‘Grot Spot’ that needs regular attention due to lots of broken glass, takeaway packaging and alcohol bottles/cans.

Thank you so much to the local residents who keep their area tidy and pick litter on a regular basis. Your effort is much appreciated.
